Section 14.    Defense Committee - The Defense Committee shall work with and coordinate Legion efforts with the Local Defense Council on matters pertaining to national, civilian and home defenses. To assist the Armed Forces of the United States in recruiting efforts and in every way, be active in community activities for the defense of the nation and the security of the American home.

Section 15.    Bar Management Committee - The 2nd Vice Commander shall be an ad hoc member of the Bar Management Committee and is responsible for those functions prescribed in Article V, Section 3 of these By-Laws.

Section 15a.  The Post Commander shall submit the name of a candidate to Chair the Bar Management Committee for approval to the Executive Committee. The Commander then shall appoint the approved candidate as the Post Bar Management Committee Chair. The Bar Manager then shall submit the name of an Assistant Committee Manager to the Commander for Executive Committee approval.

Section 15b.  The Chair of the Bar Management Committee is the Bar Manager. The Bar Manager is responsible for the day-to-day operations of the Post Club.

Section 15c.   The Bar Manager shall select a committee of members in good standing. Members of the Bar Management Committee shall serve until relieved of duties by the Bar Manager for ineffectiveness and removed from the committee by the Executive Committee, or upon written notice to resign.

Section 15d.   The Bar Manager shall assign specific duties to the committee members. The Bar Manager shall interview and refer prospective employees to the Executive Committee for final approval to hire. Employees that are to be terminated must be referred to the Executive Committee for final action.

Section 16.     Members of the Executive Committee shall not be members of the Bar Management Committee. (added in 1996)

 

ARTICLE IX - DUTIES OF THE BAR MANAGEMENT COMMITTEE

 

Section 1.      The Bar Management Chair shall keep accurate records of monetary proceeds and expenditures on a daily, weekly and monthly basis. These records are subject to an internal audit by the Executive Committee whenever the Executive Committee deems it necessary.

Section 2.      The Post Commander shall not be authorized to handle Post bar operational funds, except in emergencies, or when the Bar Manager and the Assistant Bar Manager are absent. The Bar Manager must conduct a thorough cash audit upon returning from an absence.

Section 3.      Members of the Post Bar Management Committee who are required to handle cash monies in the performance of their duties must be bonded. All bar attendants must be bonded to handle cash sales.

Section 4.      Proceeds from games, vending machines, bar, kitchen and other cash producing activities and all disbursements directly associated with the club shall be accounted for in an appropriate cash flow journal. These monies shall be receipted for and turned into the Bar Manager for deposit in a commercial bank. The Bar Manager shall give the Post Finance Officer a daily itemized accounting of all deposits and disbursements and get an itemized receipt from the Post Finance Officer.

Section 5.      For the good of the Post and for proper accountability, all financial operations of the Post shall function on an annual fiscal basis. The financial fiscal year shall be from January 1 through December 31. All financial records of this Post shall be submitted to a Public Accountant for quarterly and annual audits.

 

ARTICLE X - RESOLUTIONS

 

Section 1.      All resolutions of state or national scope presented to this Post by a member or reported to this Post by a committee shall merely embody the opinion of this Post on the subject and copy of same shall be forwarded to the Department Headquarters for its approval before any publicity is given or action other than mere passage by the Post is taken.
